The Guide to the "Photovoltaics on the Roof" Program for the subsidy of small photovoltaic systems in residences and agricultural warehouses has been published.
Individuals (households) and farmers (professional farmers or farmers with a special status) are eligible to participate in the Program who have already concluded a relevant Connection Agreement with "DEDDHE".
For the following categories A, B and C, the photovoltaic station must necessarily be combined with a storage system, while beneficiaries of Category D (Farmers) can choose whether the photovoltaic station will be combined with a storage system or not.
Beneficiaries who had submitted an income tax return in the reference year (2021) as foreign residents are not eligible.
Beneficiaries who, during the reference year (2021), submitted a joint income tax return (specifically as Taxpayer and Spouse), are not eligible, provided that the other member or dependent child of the return was, during the above reference year (2021), a resident abroad.
Dependent members who do not submit an independent declaration (i.e. are not required to file their own individual declaration) cannot apply for participation in the Program.
Each Natural Person (household) may submit only one application concerning only one residencefor which the following conditions are cumulatively met:
- It constitutes the applicant's main or secondary residence (owned, rented or leased).
- It has an active, domestic (and non-shared) electricity supply, through which the applicant's residence is identified.
Eligible beneficiaries in category D (Farmers) are exclusively professional farmers and farmers with special status. In the case of farmers, they must be registered in the Register of Farmers and Agricultural Holdings.
For category D (Farmers), the applicant may submit more than one application, each corresponding to an active electricity supply for rural use according to the Register maintained by "DEDDHE", through which the applicant is also identified.In the event of submitting an application for an agricultural benefit, the applicant is allowed to also submit an application for his residence.
The installation of the systems will be carried out in accordance with the Ministry of Public Works and Infrastructure/DAPEEK/15084/382 (Government FEK B’ 759/2019) as in force, and will be either fixed mounting systems or ground-based solar tracking systems.
A prerequisite for joining the Program is:
a) the Beneficiary must have ownership or legal use of the installation space. In the case of shared or jointly owned space, the provisions of the Civil Code and the relevant Regulation of the apartment building must be observed.
b) the installation must be legal in accordance with the relevant urban planning rules.
c) the building/property to be installed must exist legally. In case there are pending legalization/regularization issues in the building/property, the initial declaration of compliance with the law on the regularization of unauthorized constructions must have been made before submitting the application for inclusion in the Program.
d) the installation of the storage system should comply with the relevant national and international standards and regulations.
The maximum eligible installed capacity of photovoltaic systems per installation within the framework of the Programme to be financed is defined in 10,8kW.
The storage system has minimum installed capacity equal to the installed production power of the photovoltaic station for one hour.

Through the Program, a percentage (%) of the cost of the photovoltaic station and the storage system is subsidized, subject to the maximum subsidy amounts for the photovoltaic station and the storage system, as specified in the following tables:

In the above amounts VAT is included (24%), which is an eligible expenditure for the Program. Regarding Category D (Farmers), the above amounts do not include VAT (24%), and therefore is not an eligible expenditure for the Program.
In the event that the applicant falls into the category of persons with disabilities (PWDs) to a degree of at least 67% (or his/her spouse or dependent children), or in a single-parent family or in a three-child or large family, the above percentages and the maximum maximum grant amounts for each category are increased by 10%, regardless of whether it falls into one or more of these categories. In any case, the subsidy rates cannot exceed 100%.
The provisions of EU Commission Regulation 1407/2013 on de minimis aid apply to rented/freely provided housing, where the accumulation limits are set (€200,000).A declaration of compliance with the de minimis regulation, as currently in force, is required from the beneficiary (full owner, usufructuary), as well as the submission of corresponding declarations from the other co-owners. Accordingly, all the provisions of EU Commission Regulation 1408/2013 on de minimis aid apply to beneficiary farmers, which, among other things, stipulates that the total amount of de minimis aid granted per Member State to a single enterprise does not exceed the amount of 20,000 Euros in any period of three financial years (article 3 par. 2 Reg. 1408/2013).
It is emphasized that the station must not have been connected – activated before submitting the application for participation in the Program.
The control of the technical connection criteria of the station, the evaluation of the connection request and the conclusion of a Connection Agreement precede the application for participation in the Program.
In the event that during the inspection and approval If the available public expenditure for the category is exhausted, the application is rejected..
The starting date for submitting applications is 2/5/2023., while the deadline for applications is 30/6/2024 or until the available Program resources per category are exhausted. The deadline for the implementation of the station and the reservation of the electrical space is defined in the Connection Agreement and does not exceed 12 months from the entry into force of the Agreement, with a deadline for the completion of the physical object on 30/6/2025.
